Risk Management is a division of the Law Department and is responsible for the traditional risk areas of liability, work related injuries, and property loss.

The City has received significant national recognition for its risk management program.

In 2012 the City received the Theodore Roosevelt Workers' Compensation and Disability Management Nonprofit Award from Risk and Insurance magazine.

In 2011 the City received the Champion Award for Excellence in Workers' Compensation Risk Management from National Underwriter magazine, the only public entity to have received this award.

In 2012 the City's risk manager, Gary Eastes, received the Public Risk Manager of the Year award from the Public Risk Management Association.

The City has an on-site medical facility, which provides treatment for work related injuries and occupational health screenings and monitoring, in addition to many non-occupational health services. The City also has on-site physical therapy for work related injuries, and a dedicated on-site case manager.

The City both self-insures and self-administers all workers' compensation and liability claims, so that the City acts much like its own insurance company. As part of this the City is unique in conducting medical bill review and re-pricing internally.

The result is that the City's program includes an extremely high level of communication and coordination between all those involved in administration of the program. It also provides a uniquely intimate knowledge of all the services and billing involved in treatment of work related injuries.

These administrative strategies are combined with an ever increasing emphasis on safety, which has resulted in work related injury costs averaging over $5,000,000 per year in 2004 steadily trending down to less than $1,000,000 in 2013."
