KCDC earns high-performer status from HUD

The U.S. Department of Housing and Urban Development (HUD) has awarded Knoxville's Community Development Corporation (KCDC) high-performer status for the fiscal year ending June 30, 2015 under the Public Housing Assessment System (PHAS). HUD performs an annual evaluation that measures the performance of every public housing authority across the country.  

“KCDC is a public housing leader, and we are pleased to once again be listed among HUD’s high-performing public housing agencies,” KCDC Executive Director Art Cate said. “This status recognizes our agency’s commitment to excellence in all aspects of our public housing program and our dedication to providing quality, affordable housing to our residents.”

KCDC achieved this designation based on the condition of its properties and the agency's superior operational and financial management. KCDC currently operates more than 3,500 units in more than 20 housing properties. 

HUD previously recognized KCDC’s Section 8 program as a high performer under its annual Section 8 Management Assessment Program (SEMAP).  SEMAP evaluates adherence to policies when selecting applicants for admission from the waiting list, enforcement of housing quality standards and voucher utilization. KCDC manages nearly 4,000 Section 8 Housing Choice Vouchers in Knoxville and Knox County.
