In mid-September, KPD Special Crimes Unit investigators were made aware of an incident involving Cassen Jackson-Garrison, 36 of Knoxville, Tennessee, and a juvenile victim. Following extensive investigation into those allegations, investigators were able to link Jackson-Garrison to at least two separate juvenile victims. After presenting the evidence gathered throughout the investigation to a Knox County Grand Jury, Jackson-Garrison was indicted for 14 separate charges, including sexual battery by an authority figure, rape, aggravated statutory rape, statutory rape by an authority figure and assault among other charges.
On the morning of Friday, October 8, Jackson-Garrison was located by KPD officers and stopped while traveling on I-40 West near Alcoa Highway. He was taken into custody without incident on the outstanding warrants.
Jackson-Garrison previously served as an officer at the Knoxville Police Department and the Oak Ridge Police Department. He resigned from the KPD in January 2011.
