Two Arrested Following Car Theft and Search for Missing Child  
On Saturday, July 18 at 9:15 p.m., Knoxville Police Department officers responded to the report of a stolen vehicle at the Cracker Barrel located at 9214 Park West Boulevard, where the complainant, 30-year-old Kayla Fox, stated that 32-year-old Randall Rhodey took her vehicle with a 10-year-old girl still in the vehicle. That prompted numerous KPD and KCSO units to respond to the scene along with Airwatch and investigators with the Criminal Investigations Division. 

After the information was broadcast out, the Oak Ridge Police Department identified the vehicle on a traffic camera passing through Oak Ridge at approximately 9:10 p.m. The vehicle was eventually located at an apartment complex. KPD Violence Reduction Team units responded to assist the Oak Ridge Police Department. Shortly after, Rhodey was located on foot and taken into custody. He admitted to stealing the vehicle, but denied having or taking the child. 

Through continued investigation, the child was later located with her foster parents in Scott County, who stated that the child had been with them all day. CID investigators traveled to Scott County and confirmed that the child was there and safe. Fox later admitted to investigators that she lied about the child being in the vehicle, and was taken into custody and charged. 

Rhodey was charged with auto theft, while Fox was charged with false reporting.
