Video Released from Officer-Involved Shooting on Lakeside Street

The Knoxville Police Department has released the pertinent body-camera and in-car camera footage from the officer-involved shooting that happened on December 24, 2023 on Lakeside Street.

At around 5:20 a.m. on Sunday, December 24, 2023, Officer Caleb Bailey, a graduate of the 2020-B Basic Recruit Class, was dispatched to the area of Lakeside Street and Ace Miller Way. It was reported that the occupant of a silver sedan had fired shots at nearby residences, crashed into a Chilhowee Park fence on Lakeside Street, and ran from the car.

Bailey quickly arrived on scene and encountered the male subject, later identified as 38-year-old Leroy Victor Brooks, on Lakeside Street. After being confronted, Brooks fired at Bailey, and Bailey returned fire. Brooks then ran into the woods off of Lakeside.

Nobody was struck or injured in the exchange of gunfire.

After an extensive search, Brooks was found unresponsive in the woods. Responding officers administered Narcan to Brooks, who then regained consciousness and was transported to an area hospital for treatment.

After his release from the hospital and upon continued investigation, Brooks was charged with attempted first-degree murder, multiple firearm offenses and reckless endangerment.

The internal, administrative investigation, which is being led by the Office of Professional Standards, remains ongoing at this time.
