In a joyful March 8 ceremony, seven Knoxville Police Department officers were promoted.

David Powell promoted to Assistant Chief

Brian Evans promoted to Deputy Chief
• Lieutenant
Chris McCarter promoted to Captain
• Sergeant
Shawn Shreve promoted to Lieutenant
• Sergeant
Donald Zerillo promoted to Lieutenant
• Officer
Stephen Henderson promoted to Sergeant
• Officer
Steve Taylor promoted to Sergeant
Mayor Indya Kincannon and Police Chief Paul Noel praised the officers' dedication, hard work, and years of service.
The City and KPD embrace team-building, cooperation, selflessness, and effort. The promotions demonstrate that the Mayor and Chief share those priorities.
"The officers being promoted today have exhibited the qualities that we value," Noel said. "They are high character individuals. They have shown the ability and willingness to function in a team environment, because that is what KPD leadership is about."
Mayor Kincannon emphasized: Merit is rewarded. Teamwork is valued. Character is critically important.
"I am incredibly proud of the Knoxville Police Department - the men and women who keep us safe 24/7/365," Kincannon said.
She told the officers being promoted: "We've got your back, and we're really grateful for all the work that you're about to take on."
