PARC Executive Director, Finance Department Recognized

A City of Knoxville employee and a department have both been recognized for high professional standards and achievements in their fields.

Avice Evans Reid, Executive Director of the Police Advisory Review Committee, was recently elected to a three-year term to the Board of Directors of the National Association for Civilian Oversight of Law Enforcement (NACOLE) during the group's 19th annual conference in September.

NACOLE was founded in 1995 to help communities promote fair, firm, and consistent law enforcement through civilian oversight. This year's conference, held in Salt Lake City, Utah, brought together hundreds of members to exchange information and ideas on how they can better serve their communities. NACOLE provides educational resources and technical assistance to civilian oversight practitioners and serves as an informational and educational clearinghouse to those wanting to learn more about current policies, procedures and other related issues.

PARC provides the citizens of the City of Knoxville a civilian oversight committee to audit the discipline process and the policies and procedures of the Knoxville Police Department (KPD).

Reid has been Executive Director of PARC since 2007 and served as a PARC volunteer for five years. Prior to joining PARC, she was an employee with TVA.

After a thorough annual evaluation by the Government Finance Officers Association, the Finance Department received a Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report (CAFR).

The Finance Department is recognized for its report for the fiscal year ending June 30, 2012. GFOA promotes financial policies and best practices among professional management in government.

The Certificate of Achievement for Excellence in Financial Reporting is the highest form of recognition in the area of governmental accounting and financial reporting. The Department has received the award for the past 26 years.

According to the GFOA, Finance Director Jim York and staff demonstrated a "constructive spirit of full disclosure to clearly communicate its financial story and motivate potential users and user groups to read the CAFR."
