City to Hold Public Meetings on Downtown Circulation and Mobility Plan

May 8, 2014 - The City of Knoxville's professional design consultants, Kimley-Horn and Associates Inc. and Toole Design Group, are developing a Downtown Circulation and Mobility Plan for Downtown Knoxville.

The City will hold two public meetings in the Small Assembly Room of the City County Building to discuss the plan. During the first meeting, at 5:30 p.m. on Thursday, May 22, the consultants will review the background of the study as well as existing and planned future conditions for the downtown area.

"We will discuss high-level strategies and recommendations, and public comments will be solicited during this meeting," explained Jon Livengood, Alternative Transportation Coordinator in the City of Knoxville's Engineering Department. "The second public meeting will present the findings of the draft plan. That date is still to be determined."

The plan will develop multimodal improvement strategies that will prioritize certain corridors within the Central Business Improvement District (CBID) that promote the following:

Movement of vehicles throughout downtown and/or to selected destinations downtown. Transit service within and through downtown. Bicycle access through downtown and/or to selected destinations downtown. Adequate on-street parking at or near land uses that rely on on-street parking. Pedestrian connectivity within the CBID and also pedestrian connectivity with residential areas adjacent to downtown. Determining a preferred combination of one-way and two-way streets for both north-south and east-west movements in downtown.

Meanwhile, the Gay Street corridor will be assessed to determine the preferred combination of on-street parking versus auxiliary turn lanes; ways to enhance traffic signs and pavement markings that direct motorists; and the preferred approach to improving signalization along the corridor.

The project limits for this plan are West Depot Avenue to the north, the Tennessee River to the south, Hall of Fame Drive to the east, and 11th Street to the west.

The plan is expected to be complete by September 2014.
