Applications Now Open for Community Development Grants

Nonprofit agencies that serve Knoxville residents’ community development needs can apply for funding from grant programs managed by the City’s Housing and Neighborhood Development Department. 

Funding is available from the Community Development Block Grant (CDBG) and Homeless Grants programs to support important local activities now and in the upcoming 2021-2022 program year, which begins July 1, 2021. 

The Community Development Block Grant (CDBG) Program is funded by the U.S. Department of Housing and Urban Development (HUD) to support the City’s high-priority community needs, which include stabilizing and revitalizing neighborhoods; creating economic opportunity; and enhancing the availability, accessibility and quality of affordable housing. 

The Homeless Grants Program includes federal Emergency Solutions Grant (ESG) funds and local dollars budgeted by the City of Knoxville. Proposals are sought from agencies that will provide outreach, shelter and services to individuals and families living on the street, and to help rehouse families and individuals in permanent housing. 

This year, both programs include federal CARES Act funds allocated by HUD to supplement the City’s annual CDBG and ESG programs to respond to the needs of residents affected by the COVID-19 pandemic. These funds can be awarded soon.

Application forms are on the City’s website at KnoxvilleTN.gov/Development under “Current Grant Opportunities.” Completed applications are due Friday, Feb. 19, 2021, at noon.

Applicants must attend one of the two technical workshops being held via Zoom webinar for their applications to be considered:

Applications will be accepted in the following ways: 

-    Email a single PDF (or zip file of all PDFs) containing the entire application to [email protected];  


-   Mail the entire application to: City of Knoxville Housing and Neighborhood Development Department, P.O. Box 1631, Knoxville, TN 37901; or

-    Hand-deliver the entire application to: City of Knoxville Housing and Neighborhood Development Department, 400 Main Street, Suite 532V, Knoxville, TN 37902.
