The Civil Service Merit Board (CSMB) ensures that the city adheres to merit system principles and practices in hiring and employee protections. The CSMB also hears appeals relative to any personnel action which the employee considers adverse to his or her position. This includes actions such as: suspensions, demotions, termination and other disciplinary action. The CSMB also provides for a grievance procedure and for equal employment opportunities to all employees and applicants for employment.

The CSMB meets as needed on the second Wednesday of each month in the City County Building. Individuals wishing to place items on the CSMB's agenda must submit a written request through the board's executive secretary/director by the first Wednesday of each month or one week prior to the CSMB meeting.

With the expiration of Governor Lee’s Executive Order #78 on Wednesday, April 28th, 2021, the Civil Service Merit Board has resumed in-person meetings. Per City of Knoxville Emergency Executive Order No. 66, as amended, all persons attending this meeting shall wear a face mask unless they have requested and received an accommodation to such requirement. Also, all board members and attendees are asked to observe the CDC and OSHA social distancing recommendations.
The City of Knoxville Civil Service Merit Board’s meetings will be conducted permitting the public and City/Board staff to participate or view the meeting either in person, or by electronic or other means of communication using Zoom’s webinar platform.

Registering will only give you viewing access. If a member of the public wishes to be added to speak/participate on an agenda item, please email Vicki Hatfield at vhatfield@knoxvilletn.gov or call 215-2106 no later than Monday, October 11, 2021 at 1:30 p.m. and specify whether you plan to attend in-person or via the Zoom platform. If a member of the public prefers to provide questions and/or comments on an agenda item to the board for their review prior to the meeting, please send those to Vicki Hatfield at vhatfield@knoxvilletn.gov or mail to: Civil Service Department, 400 Main Street Suite 569, Knoxville, TN 37902. All comments/questions must be received no later than Monday, October 11, 2021 at 1:30 p.m. so that they may be distributed to the board.

The Civil Service Merit Board consists of five members serving terms of five years each (overlapping). Members may serve only two terms consecutively. Nominations for vacancies are made by the Mayor and submitted to City Council for approval.


Board meets the second Wednesday of each month at 1:30 p.m. in Room 461 of the City County Building.
