CONSTRUCTION PROJECTS STATUS - Updated March 12, 2024

Atlantic Avenue Sidewalk Project
This project will construct sidewalk on the north side of Atlantic Avenue between N Broadway and Pershing Street.  The Atlantic Avenue Sidewalk Project is included in the Knoxville Regional Transportation Planning Organization's Transportation Improvement Plan.  KUB will reimburse the City for the utility relocation work that is included in this project.  The construction of this project is funded by a TDOT grant and requires a City of Knoxville local match of 20%.

Augusta Quarry Amenities Phase II Project
The City has implemented extensive improvements to Fort Dickerson Park including roadway realignment with a new traffic signal, improvements to the park entrance, a parking lot and pedestrian plaza, and installation of underground utilities from the park entrance at Augusta Avenue to the existing parking lot at the Fort Dickerson Quarry to support future facilities.  The Augusta Quarry Amenities Project - Phase II will construct bathhouses and kiosks as well as improvements to the pedestrian path down to the water, a waterfront pier and floating docks.

CIPP IV Stormwater Infrastructure Rehabilitation Project
This project will rehabilitate approximately 1,500 linear feet of stormwater drainage pipe at various locations in the City using the cured-in-place pipe (CIPP) method. The pipe segments in this project have been deemed in ‘poor’ condition by the Engineering Department and given a high priority to rehabilitate or replace them to prevent more serious problems from further degradation or total pipe failure.

2023 Citywide Guardrail Replacement Program
The 2023 Citywide Guardrail Replacement Program allows Engineering to perform ongoing maintenance and installation of guardrails throughout the City.  This project consists of certain identified replacements as well as work that arises on an as-needed basis.

Cradle of Country Music Park Pier 865 Project
This project will construct the pier foundation portion of the public artwork to be installed in the Cradle of Country Music Park.

2023 Curb Cuts Project
This project will install or improve curb cuts in existing sidewalks to make them fully accessible. It is generally the intent of this project to install curb cuts at locations that are planned to be resurfaced within the next few years.

Dr. E.V. Davidson Community Center Roof Replacement Project
The Dr. E.V. Davidson Community Center has an older, decaying roof, as well as four rooftop air-conditioning units that are in need of replacement. Through the past several years, Facility Services has patched and made repairs to the roof, but a full replacement is now necessary. Additionally, the rooftop air-conditioning units have surpassed their service life. This project will provide for the replacement of the roof membrane, upgrade the insulation and replace the rooftop air-conditioning units.

Kingston Pike Complete Connections Project
This project involves the construction of bike lanes and a new sidewalk, curb and gutter, drainage, minor widening, lighting, and signal modifications along the south side of Kingston Pike (US-11/70, State Route 1) from Wesley Road to Golfclub Road and along the west side of Golfclub Road from Kingston Pike to the Messiah Lutheran Church driveway. The project will create a connection for bicyclists and pedestrians to travel the section of Kingston Pike between Wesley Road and Golfclub Road and connect these facilities to the adjacent KAT bus stops.

Knoxville Urban Wilderness Gateway Park Phase Two Baker Creek Pavilion Project
The Knoxville Urban Wilderness Gateway Park Phase Two Baker Creek Pavilion Project is located on the east side of Taylor Road between Tilson Street and Cruze Road in the immediate vicinity of South Doyle Middle School. The project will construct park amenities including grading, landscaping, asphalt greenway, concrete plaza hardscapes with architectural finishes, restroom facilities, supporting utilities, and a steel space frame shade canopy.

Lancaster Drive Sidewalk Project
This project will construct a new sidewalk along the west side of Lancaster Drive between Tilson Street and Sevierville Pike, and intersection improvements at Lancaster Drive and Sevierville Pike. This new sidewalk will connect existing sidewalks on Sevierville Pike with the Urban Wilderness and Baker Creek Preserve. The new sidewalk will also service a KAT bus line and the concrete work will include the installation of a bus shelter pad for the existing KAT Route 40. In addition, the project will include KUB water and wastewater improvements.

Old Broadway Sidewalks Project

This project will construct approximately 3,800 linear feet of sidewalk/greenway along Old Broadway from the northern intersection with Broadway to the intersection of Mineral Springs Avenue with Broadway. This project provides a multimodal facility that connects Fountain City to the neighborhoods south of Sharps Ridge and separates users from the heavily traveled interchange of Broadway at I-640.

2023 Resurfacing - Phase II Project
This is the City's annual resurfacing program, Phase I includes a total of approximately 18 equivalent miles of resurfacing in Council Districts 3, 4, and 5 and 76 speed humps Citywide from the City's Neighborhood Safety Program.  Phase II includes a total of approximately 19 equivalent miles of resurfacing in Council Districts 1, 2, and 6 and 25 traffic calming devices Citywide from the City's Neighborhood Safety Program.  In order to solicit more competitive bids, the 2023 Resurfacing Program was advertised as two separate, smaller projects.

2024 Resurfacing Phase I Project
This is the City's annual resurfacing program.  Phase I includes a total of approximately 17 equivalent miles of resurfacing in Council Districts 1, 2, and 6.  Phase II will be bid in Spring 2024 and includes streets in Council Districts 3, 4, and 5. In order to solicit more competitive bids, the 2024 Resurfacing Program was advertised as two separate, smaller projects.  In addition to streets identified for resurfacing by the City are streets requested to be included by KUB in compliance with the Supplemental Memorandum of Understanding and Agreement between the City of Knoxville and Knoxville Utilities Board.  Approximately 1.94 equivalent miles have been included for KUB for resurfacing streets that were damaged through utility cuts.

2023 Sidewalk Replacement Project
This project will replace approximately 37,000 square feet of sidewalk at 44 sites throughout the City.

Waterfront Drive Roadway Improvements Phase III Project
This is the final phase of construction near Suttree Landing Park and includes the final public infrastructure improvements including sidewalks, streetlights, storm drainage, and on-street parking along Waterfront Drive, Langford Avenue, Barber Street, and Claude Street.

Baum Drive Stormwater Improvements Project

Project Bid Date: Fall 2024
The City of Knoxville has been awarded a non-competitive ARPA funded grant from the Tennessee Department of Conservation (TDEC) to fund several water quality projects. The Baum Drive Stormwater Improvements Project was approved as part of the grant package. This project will improve the drainage conditions of Erin Drive and Baum Drive by designing and constructing a stormwater system to improve stormwater management in this area.

Boyds Bridge Pike Sidewalk Project

This project will construct approximately 2,000 linear feet of new sidewalk between Rosalyn Drive and Brooks Avenue.

Broadway Streetscapes Project

This project consists of a new shared use path extending First Creek Greenway from near Cecil Avenue to near Woodland Avenue.

Broadway Transit Signal Priority Congestion Mitigation and Air Quality Improvement Project
Designer: WSP USA
Project Bid Date: Spring 2027
This will design and build an Accelerated Bus Corridor along N Broadway and S Hall of Fame Drive.  The project will upgrade bus stop facilities, benches, shelters, sidewalk improvements, and intelligent transportation system (ITS) elements for passenger information dissemination, comfort, and security. The City of Knoxville will make upgrades to many of the signalized intersections along the route with updated signal timing patterns, which will allow for bus prioritization, in conjunction with KAT’s on-board systems that are already in place or in the process of being implemented. The City will be integrating the traffic signal central software package with KAT’s systems.

Buffat Mill Road Sidewalk Project

This project will construct approximately 2,200 linear feet of new sidewalk along Buffat Mill Road between Whittle Springs Road and North Hills Boulevard.

Burlington Streetscapes Project
Designer: Johnson, Mirmiran & Thompson, Inc.
Projected Bid Date: March 2024
This project includes streetscapes along Martin Luther King Jr Avenue from Kirkwood Street to Shelby Street and along Prosser Road from Martin Luther King Jr Avenue to Holston Drive.  Streetscapes include replacing sidewalks, traffic signals, streetlights, creating on-street parking, and relocating overhead utilities.

Cal Johnson Recreation Center ADA Connection Project

This project will construct both an accessible path and stairs connecting the recreation center with the basketball courts.

Cecil Webb Recreation Center Renovations Project

This project will provide interior upgrades to the recreation center including modifications to the floor plan, upgraded bathrooms, kitchen, activity rooms and storage.

Chapman Highway Multimodal Project
Designer: Barge Design Solutions, Inc.
Projected Bid Date: Spring 2025
This project will construct a 6-foot sidewalk along the west side of Chapman Highway. It will extend 1,600 feet from the existing sidewalk in front of Buddy’s BBQ to the bus stop adjacent to Fire Station #13. New pedestrian crosswalks with pedestrian signals will be installed at the Woodlawn Pike and Fronda Lane/Overbrook Drive intersections. This project allows for safe access to two KAT bus stops, the library, as well as, the existing sidewalk network on Chapman Highway to the north.

Cherry Street Water Quality Improvements Project
Designer: EnSafe, Inc.

The project will improve the drainage of Cherry Street around the Interstate 40 area. The project includes improving the drainage of a sinkhole and installing water quality units to treat water before it is discharged into the sinkhole.

Citywide Advanced Traffic Management System Project (Kingston Pike, Broadway and Chapman Highway)
Designer: Kimley-Horn and Associates, Inc.
Project Bid Date: TBD
This project will design, install and integrate new fiber optic communications, various major traffic signal components, and new signal timing patterns along the major arterials of Kingston Pike, Chapman Highway, and N Broadway. The project includes these upgrades to 96 existing signalized intersections. Fiber optic communications will route to the City’s Public Works Service Center for better monitoring and maintenance of the City’s signalization network.

CIPP IV Stormwater Infrastructure Rehabilitation Project Phase II
Designer: Smith Seckman Reid, Inc.
Project Bid Date: Summer 2024
This project will rehabilitate approximately 2,500 linear feet of stormwater drainage pipe at various locations in the City using the cured-in-place pipe (CIPP) method. Rehabilitating these degrading storm sewer pipes will improve water quality and extend the useful life of existing drainage infrasctructure for many years,  This is a second phase of the project being funded by a TDEC ARPA grant.

East Knox Greenway Project

First Creek Best Management Practices Demonstration Park Project

Projected Bid Date: Fall 2024
The City of Knoxville was awarded a non-competitive ARPA funded grant from the Tennessee Department of Conservation (TDEC) to fund several water quality projects. The First Creek Best Management Practices (BMP) Demonstration Park Project was approved as part of the grant package that was submitted and will convert City owned lots at 3712 and 3718 Powers Street (adjacent to First Creek) into a water quality demonstration park that will reduce runoff and treat stormwater that currently goes directly into First Creek.

Gay Street Pole Replacement Project

This project will replace traffic signal poles along Gay Street at four intersections from Wall Avenue to Church Avenue.

Holston River Park Streambank Project

This project will design improvements to stabilize the streambank along Holston River Park. The main purpose is to protect current park infrastructure amenities and prevent any further erosion. This is currently a design-only project with construction being bid in the future as funds allow. This project is funded by a TDEC ARPA grant.

KAT 25 Bus Stops Project

With funding from the State of Tennessee IMPROVE Act, this project will make improvements (i.e. sidewalks, curb ramps, crosswalks, bus pulloffs, concrete pads for bus shelters and/or seating, etc.) for approximately 25 locations.

Knoxville Urban Wilderness – James White Parkway Pavilion Project

This project will finalize plans for park amenities, parking and pavilion at the end of James White Parkway at the north end of the Urban Wilderness.

Liberty Street Multimodal Project

This project creates a bicycle and pedestrian connection between Middlebrook Pike and Sutherland Avenue. It adds bicycle facilities and installs a new sidewalk on Liberty Street, connecting to two adjacent sidewalks. Bus stop, crosswalk and pedestrian signals improvements will also be included as part of this project.

Loves Creek Watershed Study

This project will study surface and subsurface stormwater flow in the Loves Creek watershed to identify potential improvements for better drainage and a more resilient watershed. This is project is funded by a TDEC ARPA grant.

Magnolia Avenue Streetscape Phase 3 Project

Projected Bid Date: Winter 2025
Phase 3 of the Magnolia Avenue Streetscape Project consists of replacing the existing sidewalks and curb, and reconstructing the roadway as needed along E Magnolia Avenue between N Bertrand Street and N Kyle Street to provide for better pedestrian access while allowing for street amenities including bike lanes, landscaping, lighting, and transit stops.

Mary Vestal Streambank Stabilization Project
Designer: Eocsystems Restoration and Planning, LLC
Project Bid Date: Fall 2024
The City of Knoxville has been awarded a non-competitive ARPA funded grant from the Tennessee Department of Conservation (TDEC) to fund several water quality projects. The Mary Vestal Park Streambank Stabilization Project was approved as part of the grant package.  This project will improve the streambank conditions of Goose Creek running through Mary Vestal Park, which currently has steep vertical banks with significant erosion issues. This contract will design 850 linear feet of rehabilitation with a construction phase immediately following, which is the limit of the permitting allowed under the TDEC ARPA grant. An additional area of approximately 1,400 linear feet will be designed and shovel ready for future construction as funding allows.

Middlebrook Pike Advanced Traffic Management System Project

This project will design, install and integrate new fiber optic communications and various major traffic signal components along Middlebrook Pike and University Avenue between the intersections of University Avenue at College Street and Middlebrook Pike at Joe Hinton Drive. This will expand the City's ATMS infrastructure, providing modern, high-speed, secure and reliable connections to 24 existing signalized intersections along Middlebrook Pike and University Avenue.  Fiber optic communications will route to the City’s Public Works Service Center for better monitoring and maintenance of the City’s signalization network.

North Cherry Street Stormwater Improvements Project

The City of Knoxville has been awarded a non-competitive ARPA funded grant from the Tennessee Department of Conservation (TDEC) to fund several water quality projects. The North Cherry Street Stormwater Improvements Project was approved as part of the grant. This project will replace a large, dilapidated, corrugated metal pipe system, which will improve the water quality and roadway drainage in the area.

Northwest Greenway Connector Extension Project

This new greenway connection will extend the Northwest Connector Greenway along Third Creek Road from Western Avenue southward to Middlebrook Pike.

Old City Streetscapes Project

Projected Bid Date: Spring 2024 for Willow Avenue and Fall 2024 for Jackson Avenue
This project will provide streetscapes along E Jackson and Willow Avenues from Central Avenue to Hall of Fame overpass and along Central Avenue from the railroad crossing to Willow Avenue and will include relocating overhead utilities to underground and extending the look of the recently installed improvements along W Jackson Avenue.

Riverwalk to Cityview Connection Project

This project will construct a new greenway connection between the Riverwalk Greenway and the Cityview Greenway crossing the Norfolk Southern Railroad.

Rock City Park Stream Stabilization Project

Projected Bid Date: Fall 2024
The City of Knoxville was awarded a non-competitive ARPA funded grant from the Tennessee Department of Conservation (TDEC) to fund several water quality projects. The Rock City Park Stream Stabilization Project was approved as part of the grant package that was submitted and will restore approximately 850 linear feet of Baker Creek along Rock City Park. This section currently has issues with erosion, invasive vegetation, gross pollutants, and debris blockages.

Seventeenth Street Bridge Project

Sevier Avenue Streetscapes Project

The City of Knoxville plans to implement the construction of new streetscape improvements to support South Waterfront development efforts. As part of the South Waterfront Vision Plan, an improved roadway network will create accessibility to the City’s newest waterfront park, Suttree Landing Park. This project includes new streetscape improvements along Sevier Avenue which will extend from Davenport Road to a new roundabout at Sevier Avenue, Foggy Bottom Street and Island Home Avenue intersections.

Sevier Avenue Utilities Project

Stormwater Asset Management Project

UT Area Signal Congestion Mitigation and Air Quality Improvements Project

Projected Bid Date: Fall 2025
This project will design, install and integrate new fiber optic communications, wireless communications, various major traffic signal components, and new signal timing patterns at intersections in the University of Tennessee (UT) area. This will expand the City's ATMS infrastructure, providing modern, high-speed, secure and reliable connections to 39 existing signalized intersections in the UT campus area. Fiber optic communications will route to the City’s Public Works Service Center for better monitoring and maintenance of the City’s signalization network. 

Washington Pike Drainage Improvements Project
Designer: GEI Consultants, Inc.

This project will repair approximately 1,000 linear feet of roadside ditch along the 4400 & 4500 block of Washington Pike that is currently experiencing heavy erosion. The design is anticipated to propose a pipe system to convey the water and repair the ditch.

Washington Pike from I-640 to Murphy Road Project
Designer: CDM Smith, Inc.
Projected Bid Date: Winter 2025
Washington Pike will remain five lanes on the western end of the project area, where Greenway Drive ties in near the Target store. Washington Pike will narrow to three lanes by New Harvest Lane, then expand back to five lanes, including a turn lane, at Steeple Shadow Way and Babelay Road and continue in that configuration to the City limits at Murphy Road. There, turn lanes will carry traffic onto Murphy or Pullman Roads, and Washington Pike to the east will continue in its current two lanes. Along the project corridor, two 10-foot multi-use pedestrian and bicycle paths will be built, which will connect to existing parks and greenways.
