November 5, 2014 - Knoxville Mayor Madeline Rogero made the following board appointments in October:

Maribel Koella, appointed to the Metropolitan Knoxville Airport Authority.

Koella is the Director and Principal of NAI Knoxville, a commercial real estate firm. She is a member of the Society of the Industrial and Office Realtors (SIOR) and a Certified Commercial Investment Member. Koella is currently on the board of directors of the East Tennessee Supporting Organization and has served on the boards of the Knoxville Chamber of Commerce, the Blount County Chamber of Commerce, the Great Smoky Mountains Institute at Tremont, the Smoky Mountain Convention and Visitors Bureau, the East Tennessee Foundation and the National Parks Conservation Association. She has a Bachelor of Arts degree in Business Administration from the University of the Americas. Her term on the Metropolitan Knoxville Airport Authority runs through June 30, 2021.

The Airport Authority Board of Commissioners is the governing board for McGhee Tyson and Downtown Island Airports. 

Rosa Mar, appointed to the Police Advisory Review Committee.

Mar currently serves as CEO of the Hispanic Chamber of Commerce of East Tennessee. In 2012, after 27 years of service, she retired from Levi Strauss and Co., where she worked as the Global Sourcing Consolidation Manager. Mar serves on the board of directors of numerous organizations, including Hola Hora Latina, Knoxville Junior League, Knoxville Area Urban League, Leadership Knoxville, Community School for the Arts, WDVX, the Executive Women's Association, the Community Mediation Center and Wesley House. Her term runs through June 30, 2015.

The purpose of PARC is to strengthen the relationship between the members of the Knoxville Police Department and the citizens they serve through an independent review of police actions. PARC reviews incidents involving police action following the conclusion of Internal Affairs investigations. Citizens can register either formal or anonymous complaints with PARC's executive director. 

Ann Barker, appointed to the Police Advisory Review Committee.

Barker has more than 30 years of experience working with families and children as a lawyer, mediator, advocate and facilitator. She directed statewide programs in Washington, D.C., and Tennessee that provided access to judicial and community resources. For seven years, Barker directed a national volunteer attorney project for the American Bar Association Section of Litigation. She has a J.D. from Georgetown University Law Center, a M.P.H. from the University of North Carolina, and a B.A. in General Civil and Family Cases from Emory and Henry College. Her term runs through June 30, 2015.

Tony Norman, appointed to the Board of Environmental Appeals.

Tony Norman served two terms on Knox County Commission, representing the 3rd District. Norman retired after a 30-year career in teaching with Knox County Schools. He taught at Farragut High School for 19 years before transferring to West High School in 1996, where he taught biology and ecology. Norman received the Excellence in Education Award given by the Knoxville News Sentinel. He also received the Knoxville News Sentinel Environmental Achievement Award for work he and his students did on the greenway adjacent to West High School. He is involved in the TVA Water Quality Monitoring Network and has received the organization's Teacher of the Year award. He also works with the Izaak Walton League Adopt-a-Stream program, the University of Tennessee Water Resources Research Program, AmeriCorps and Ijams Nature Center. Norman's term will expire on Nov. 1, 2019.

The Board of Environmental Appeals hears appeals filed by any person who receives a civil penalty or damage assessment from the Stormwater Engineering Division. The appeal must be made in writing and filed with the Knoxville Law Department within 30 days after the civil penalty or damage assessment has been legally served. Upon receipt of an appeal, the BEA is to hold a public hearing within 60 days or as agreed upon. 

Stacy Bryson, appointed to the Board of Environmental Appeals.

Bryson has been employed for the last 18 years by Rohm and Haas Chemicals LLC, a subsidiary of the Dow Chemical Co. As the Environmental Health and Safety Leader, Bryson is responsible for all environmental, health, safety, emergency response, security and health services programs, including regulatory compliance, at the Knoxville facility. Prior to joining Rohm and Haas, she worked as an environmentalist for the Knox County Department of Air Quality Management and as an environmental specialist for the Tennessee Division of Groundwater Protection. In these roles, Bryson was responsible for inspecting and ensuring compliance of regulated companies and entities. She is a 1992 graduate of Tennessee Technological University with a Bachelor of Science degree in Biology. Her term expires Nov. 1, 2019.

Mike Fowler, appointed to the Public Arts Committee.

Mike Fowler is founding principal of Ross/Fowler P.C. He was previously a landscape architect with the Tennessee Valley Authority, the Boeing Timberlake Planning Board and an assistant professor in the College of Architecture and Design at the University of Tennessee. He will be filling the unexpired term of Robert Loggins, which ends Jan. 21, 2015. Fowler's term ends Jan. 21, 2018.

The purpose of the committee is to enhance the reputation of the community, contribute to the civic environment and enrich the lives of citizens and visitors through the involvement of professional artists to integrate public artwork throughout the City. 

Chuck Morris, appointed to the Public Arts Committee.

Morris is a graphic designer and principal of Morris Creative Group LLC. He graduated cum laude from the University of Tennessee, receiving his Bachelor of Fine Arts degree with a major in graphic design and concentrations in English, marketing and television production. Prior to founding Morris Creative Group in 1991, Morris was a founding partner in several marketing firms. He is filling the unexpired term of David Watson which ends Jan. 21, 2015. Morris' term ends Jan. 21, 2018.

Erin Donovan, appointed to the Public Arts Committee.

Donovan is Communications Director at Visit Knoxville. The mission of Visit Knoxville is to accelerate sustainable economic growth and development by increasing visitor and convention business to Knoxville. Donovan has a Bachelor of Arts degree in Mass Communication and Psychology from Franklin Pierce University. Her term ends Jan. 21, 2016.

John Powers, appointed to the Public Arts Committee.

Powers is an assistant professor of sculpture at the University of Tennessee. He has a Bachelor of Arts degree in art history from Vanderbilt University and a Master's Degree in fine art from the University of Georgia. He will be filling the unexpired term of Carl Hess. His term ends Jan. 21, 2016.

Susana Esrequis, appointed to the Public Arts Committee.

Esrequis is an artist and graphic designer. Her works often depict pristine landscapes from both South America and North America. She will be filling the unexpired term of David Butler. Her term ends Jan. 21, 2016.

Elizabeth Wright, appointed to the Public Arts Committee.

Wright is Executive Director of KnowHow, a community organization with a mission to support leadership development and community engagement among Knoxville's youth through celebrating art, culture and media. Her term ends Jan. 21, 2017.

Mark Heinz, appointed to the Public Arts Committee.

Heinz is a developer and architect at Dewhirst Properties, a downtown real estate development company, offering properties for sale or lease. Dewhirst Properties is committed to historic preservation and has been creating upscale condominiums, urban lofts, high-tech office space and unique retail locations in downtown Knoxville since 1993. His term ends Jan. 21, 2017.

Sara Hedstrom Pinnell, appointed to the Public Arts Committee.

Pinnell is president of Hedstrom Design, a women-owned full-service landscape architecture firm. Hedstrom Design has experience with a wide variety of project types including custom and multi-family housing, healthcare, retail, office buildings, streetscape design, master planning, GSA, and LEED projects. Pinnell received a Bachelor's Degree in Landscape Architecture from Temple University in 1996 and was part of the Intro to Knoxville Class of 2009. Her term ends Jan. 21, 2017.

Marcus Hall, appointed to the Public Arts Committee.

Marcus Hall is a Knoxville native and owner of Marc Nelson Design. After stints in modeling and acting in Los Angeles, Hall immersed himself in the city's denim industry learning the details of denim design and production. It was there he solidified his understanding of fabrics and fit. Access to skilled craftspeople and custom production facilities and a desire to restore jobs lost in the off-shoring of the American denim industry drove his decision to create a business and bring it home to Knoxville in 2011. His term ends Jan. 21, 2017.

Faris Eid, appointed to the Public Arts Committee.

Faris Eid is the founder, principal-in-charge and director of design at Design Innovation Architects (DIA). DIA is a full-service firm, offering interior design, site planning, architecture and specialized services. He received his Bachelor of Architecture degree from the University of Tennessee in 1983. Eid is also a 2003 graduate of Leadership Knoxville. His term ends Jan. 21, 2017.

Syreeta D. Vaughn, appointed to the City Tree Board.

Syreeta D. Vaughn has more than 10 years of experience in environmental safety. She is currently the B&W Y-12 National Security Complex's National Environmental Policy Act (NEPA) Program Coordinator. In this position, she assists in the development of Environmental Assessments and Environmental Impact Statements. Vaughn also oversees the proper management of NEPA activities from ongoing projects, abandoned operations and demolition projects. In addition, she partners with subject matter experts to identify and implement controls that minimize environmental impacts associated with project execution. In addition, Vaughn also develops and implements management assessments, surveillances and corrective action plans. Vaughn has a Bachelor of Science degree in Geological Sciences from Florida State University, and a Master of Science degree in Geological Sciences and a Master of Science degree in Industrial Engineering, both from the University of Tennessee. She is filling the unexpired term of Rebekah Montgomery. Her term ends Dec. 31, 2016.

The purpose of the City Tree Board is to formulate a master street tree plan for all municipal property. The board assists in disseminating news and information regarding the selection of trees; planting, establishing and maintaining trees; and advising City Council on desirable legislation concerning the City's tree program.
