Paul Noel Named the City’s Next Police Chief
Thursday, April 28th, Mayor Indya Kincannon named Paul Noel as the City’s next Police Chief.
The 25 year-plus police veteran is an advocate for police reform.
Noel addressed a jam packed room of media and City employees saying, “I understand that your support must be earned every day, in every encounter, in every conversation and in every action. I pledge to you that the time and energy you have invested in me, will be returned tenfold.”

City staff connect with housing agencies during Community Development Week
During National Community Development Week, April 11 – 15, 2022, our Housing and Neighborhood Development department staff invited colleagues from other departments to visit multiple local agencies whose programs and activities the City supports with annually allocated federal HUD funds.
Senior Project Specialist Hope Ealey organized the visits.
“I wanted to take the opportunity to connect our City colleagues with the agencies and communities we serve with federal HUD and local funds,” Ealey said. “These organizations are the boots on the ground, and it’s both grounding and inspiring to see their passion for their work in person.”
The field trip destinations were five agencies that serve the needs of our city’s low-income households and neighborhoods.

You can access the new system by selecting the Help Desk System link under the City Wide Application section on Insideknoxville. After logging in, click through the menu options until you find the issue you want to report.

KPD Recognition Luncheon
On April 26, 2022, Mayor Indya Kincannon and the Knoxville Police Department honored 7 employees for their exemplary work serving our City.
Veteran patrol officer J.D. Hopkins received one of KPD’s highest honors, the Mike Waggoner Leadership Award. This award is presented annually to an officer who exhibits strong passion, dedication and thoroughness while inspiring those around them to do the same.

Sidewalk Success
If you read about the recently completed Coker Avenue Sidewalk Project (referred to above in Healthy, Connected Neighborhoods), you know it was a project of our top-notch Civil Engineering team.
Amanda O. Koenig, Randy Williams and George Daws are just three of the many Engineering staffers whose skills and expertise made this project a success and a major benefit to hundreds of North Knoxville neighbors.
Teamwork makes the dream work, as they say, and we’re glad to showcase in this new video two members of the team that made it safer for kids walking to and from their schools.
