Listening to the dreams and hopes of adults in the Western Heights/Beaumont neighborhoods of Knoxville led to quite the wish come true in 2022.
After nearly 14 months of working through the application process, Knoxville was chosen as one of only 4 cities across the country for a $40 million United States Department of Housing and Urban Development Choice Neighborhoods grant.
This grant, coupled with $26.5 million in City dollars and designated dollars, totals more than $220 million allocated to KCDC’s Transforming Western Project.

Then, in October of this year, another milestone was celebrated in Western Heights with the opening of the new Head Start. The City contributed nearly $250,000 to construction of the new Head Start, but at the October 18th ribbon-cutting ceremony Mayor Indya Kincannon said, “While the financial commitment is notable—the most significant investment comes in the form of the hope this Head Start brings.”
The new facility will serve more than 100 children each year.
