City Builds on $38M in Affordable Housing Investments

Ben Bentley and Mayor KincannonLast week, officials broke ground for Liberty Place, a $15-million affordable apartment community that will house 32 formerly homeless military veterans. 

On Sept. 7, 2023, Inskip Flats, a $17 million complex with 66 affordable units, will officially open.

These are just the two latest public-private collaborative investments that are adding, in a big way, new affordable housing in Knoxville.

Since 2019, the City has invested more than $38 million on the creation of affordable housing units and leveraged $500 million in other public and private investments. The result, when everything is completed, will be more than 2,000 units available to residents with incomes below the average area income. 

“We are investing more in affordable housing more than any previous administration,” says Mayor Indya Kincannon. “Addressing these issues requires a multi-faceted approach, and while we know there is still a lot of work to be done, each project does make a difference. We are committed to continuing that progress.”

Kevin DuBose, Director of the City’s Housing and Neighborhood Development department, notes that, as new affordable apartments open up, and market-rate apartments are being built, the pressure in the housing market will ease. 

“Increasing Knoxville’s affordable housing stock is just one piece of a puzzle that also includes housing stability, homelessness prevention and other tools and programs that keep residents in their homes,” he says.
