Owens Receives Volunteer of the Year Award
Congratulations to City of Knoxville Purchasing Agent Penny Owens who was just named the Volunteer of the Year award winner by The Institute for Public Procurement (NIGP).
Penny has served the people of Knoxville for nearly 16 years.
She is currently serving her second term as the NIGP Chapter Ambassador Chair, she is a voice on Radio NIGP and is described as a volunteer you can always count on!
