SS4A Grant to Make Chapman Highway Safer
Thanks to a $17.8 million federal
Safe Streets and Roads for All (SS4A) grant and a $4.45 million City match, look for work to begin on major safety improvements
to Chapman Highway between Blount Avenue and Woodlawn Pike.
A recent traffic study showed that more than half the crashes in this stretch of Chapman Highway between fall 2016 and fall 2021 involved pedestrians or bicyclists. More than 26,000 vehicles a day, on average, travel this stretch of Chapman Highway.
A wide shared-use path, similar to a greenway, will be built on the west side of Chapman Highway. A grassy strip will separate the path from a raised curb on the highway’s shoulder. In addition, landscaped medians will be constructed. These medians will provide safe spaces for pedestrians crossing Chapman, but they also cue motorists to slow down: Chapman will feel less like a 4-lane highway and more like an urban boulevard.
Initial work will focus on designing the corridor safety features and then on right-of-way acquisition. Construction is anticipated to begin in summer 2028, with completion by fall 2029 or winter 2030.

Chapman Highway & Fort Avenue Traffic Signal Improvements Project

This design contract will allow Cannon and Cannon, Inc. to perform evaluation of existing signal and site conditions, recommendations for geometric improvements on Fort Avenue, intersection design, related coordination and timing impacts to nearby signals, prepare construction plans, and any necessary coordination with stakeholders and nearby development.
Chapman Highway Multimodal Project

This project will construct a 6-foot sidewalk along the west side of Chapman Highway. It will extend 1,600 feet from the existing sidewalk in front of Buddy’s BBQ to the bus stop adjacent to Fire Station #13. New pedestrian crosswalks with pedestrian signals will be installed at the Woodlawn Pike and Fronda Lane/Overbrook Drive intersections. This project allows for safe access to two KAT bus stops, the library, as well as, the existing sidewalk network on Chapman Highway to the north.
Citywide Advanced Traffic Management System Project (Kingston Pike, Broadway and Chapman Highway)

This project will design, install and integrate new fiber optic communications, various major traffic signal components, and new signal timing patterns along the major arterials of Kingston Pike, Chapman Highway, and N Broadway. The project includes these upgrades to 96 existing signalized intersections. Fiber optic communications will route to the City’s Public Works Service Center for better monitoring and maintenance of the City’s signalization network.
