
As spring returns to Knoxville, the City’s Public Service Horticulture Team is out in full force, transforming the downtown landscape with vibrant blooms. Their work not only beautifies our city but it sets the tone for a new season of community and fresh possibilities.
Behind every flower bed and revitalized planter is a crew of dedicated Public Service employees who specialize in horticulture and urban beautification. Led by John Hooper, Horticulture Manager, and Lucas McBee, Downtown Horticulture Foreman, the team takes pride in creating seasonal displays that welcome residents, workers, and visitors alike.
Coordinating across multiple sites, the team ensures that each location gets the attention it needs. Working strategically to balance planting schedules, maintenance needs, and foot traffic around some of the city’s most visible public spaces.

The horticulture crew’s busy season kicked off in early March and continues through late spring. From early-morning soil prep to midday mulching and afternoon watering, it’s a team effort that requires both precision and stamina.
With just a few weeks to complete major planting projects, crews are also fitting in tasks like final wildflower bed prep, first-of-the-season mowings, and grass seeding in high-traffic areas.
