The City's health benefit plan is much more than traditional medical insurance. The only true and lasting solution to the medical insurance crisis is in each individual taking personal responsibility for managing their personal health. The City's health plan is designed to motivate, educate and provide the resources to employees and their family members to do that.
The medical plan is administered by BlueCross BlueShield of Tennessee (BCBST). When you enroll in coverage, you have three choices to make:
1) Your Network - BCBST offers two very large provider networks to choose from:
• Network S - The smaller of the 2 networks. Includes all hospitals except Tennova Healthcare North Knoxville Medical Center and Tennova Healthcare Turkey Creek Medical Center.
• Network P - This large network includes 98% of physicians in Knox County and all area hospitals.
2) Your Deductible - While both options have the same coinsurance amount (80%) and the same out-of-pocket maximum ($2,500), you can choose between either a $500 deductible or a $1,000 deductible.
3) Participation in the Wellness Program - The City's My Health Wellness Program is a voluntary program that rewards participants who commit to leading a health-conscious lifestyle. Participants who meet the program requirements receive a wellness credit reducing their payroll deductions, and have the ability to earn HRA Dollars, which can be used to help you pay for eligible medical expenses for you and your tax dependents.

The BCBST Machine-Readable Files link leads to files that are made available in response to the federal Transparency in Coverage Rule. The link includes negotiated service rates and out-of-network allowed amounts between health plans and healthcare providers. The machine-readable files are formatted to allow researchers, regulators, and application developers to more easily access and analyze data.
The City's current Pharmacy Benefit Manager is CapitalRx. You will have a different ID card for medical and prescription drugs. Be sure to present your CapitalRx ID card at the pharmacy.

The City provides on-site medical services through The Center, designed to emphasize education, prevention and self-care. The Center is staffed by Premise Health with medical expertise in fitness, nutrition and chronic disease management. The Center includes a full-time medical doctor who provides treatment of acute injuries and illnesses. The Center also provides annual comprehensive medical exams for uniformed employees, and comprehensive annual medical screenings for non-uniformed employees. The Center provides both one-on-one health coaching and group health classes.
