Housing and Neighborhood Development (formerly Community Development) administers a variety of programs geared toward the revitalization of Knoxville's low-to-moderate income neighborhoods. In order for resources to have the greatest impact, the Department targets its programs to strategy areas that are selected periodically.

AMENDMENTS TO THE 2015-2019 CONSOLIDATED PLAN AND 2019-2020 ANNUAL ACTION PLAN

Public Notice

Proposed Substantial Amendments

The City intends to submit Amendments to its current 2015-2019 Consolidated Plan and its 2019-2020 Annual Action Plan, both ending June 30, 2020, to accept new federal CARES Act funding to prevent, prepare for, and respond to coronavirus/COVID-19. The City was notified by HUD on April 2, 2020, that it would receive $1,036,418 in CDBG-CV and $513,272 in ESG-CV funds, along with information about flexibility and waivers of certain regulations and requirements.

The City intends to allocate: $829,135 in CDBG-CV and $67,760 in 2019-2020 CDBG funds for housing assistance for CDBG-eligible renters and homeowners; $278,893 in ESG-CV funds for Homelessness Prevention activities; $183,052 in ESG-CV funds for Emergency Shelter/Essential Services and/or Rapid Re-housing Services; $100,000 in CDBG-CV funds for Mobile Meals; and up to $107,283 in CDBG-CV and $51,327 in ESG-CV funds for administration. These priority projects and activities will benefit eligible individuals and households residing in the city of Knoxville who are homeless, at-risk of homelessness and/or adversely impacted by the coronavirus/COVID-19 and its economic impact.

REVISED CITIZEN PARTICIPATION PLAN (CPP)

Revised Citizen Participation Plan (CPP)

HUD issued Memorandums to its Community Planning and Development (CPD) Field Offices on March 31 and April 10, 2020, with the purpose of explaining the availability of waivers of certain regulatory requirements associated with several CPD grant programs to prevent the spread of COVID-19 and to facilitate assistance to eligible communities and households economically impacted by COVID-19. The Memorandums also covered waivers of consolidated plan requirements for all CPD formula programs in order to respond to requirements limiting public gatherings and the need to respond quickly to the growing spread and effects of COVID-19. The City notified HUD on April 2 and April 24, 2020, that it intended to use the waiver flexibility on its reasonable notice and opportunity to comment periods (reduced to no less than five days for Consolidated Plan Amendments) and that it intended to revise its Citizen Participation Plan to accommodate those and other changes to citizen participation notice, comment periods, in-person public meetings, and locations of hard copies of its other plans and reports, through the end of the COVID-19 state of emergency or the 2020 program year, as necessary.

HOUSING & NEIGHBORHOOD DEVELOPMENT PROVIDES:

* Programs to improve housing opportunities for lower-income homeowners, tenants and home buyers as well as assistance to organizations serving Knoxville's homeless population.
* A Fair Housing Program to promote equal opportunity in housing in Knoxville.
* Activities that identify vacant, blighted or problem properties and seek developers to return them to productive use.
* Support for programs that assist neighborhoods in identifying and solving their own problems
* Support for programs that provide training and employment to lower-income citizens or to assist lower-income citizens in starting small businesses.

Energy Star Partner - The City of Knoxville is a proud partner of ENERGY STAR. The Housing and Neighborhood Development (former Community Development) Department's Owner Occupied Housing Rehabilitation Program has built thirteen (13) Energy Star homes and plan on building more Energy Star-certified homes. ENERGY STAR qualified products and practices help you save money and reduce greenhouse gas emissions by meeting strict energy efficiency guidelines set by the U.S. EPA and U.S. DOE.
