HOW TO FILE A COMPLAINT
Complaints can be made by any person who is a victim, a witness, or who has knowledge of alleged police misconduct. A complaint may be filed by telephone, online, and/or in person by scheduling an appointment with the PARC Community Manager at 865-215-3869. PUBLIC FORUM

MISSION

The mission of the Police Advisory & Review Committee (PARC) is to provide community members of the City of Knoxville a civilian oversight committee that audits the discipline process, policies, and procedures of the Knoxville Police Department (KPD).


PURPOSE

The purpose of PARC is to strengthen the relationship between community members of the City of Knoxville and the Knoxville Police Department, by providing a timely, fair, and an objective review of community complaints.

PARC also assists community members in navigating the investigative process after filing a complaint with KPD.

MEETINGS SCHEDULE

PARC meets quarterly at 6 p.m.  Locations vary per meeting.  Please call the Police Advisory & Review Committee Office at 865-215-3869 for the next meeting date and location or check the City's Event Calendar.


APPOINTMENT OF PARC MEMBERS

This committee consists of seven members and all must possess a reputation for fairness, integrity, responsibility, and demonstrate an active interest in public affairs and service. Members must also be registered voters in the City of Knoxville and not be a current employee of any governmental body except those employed in the field of education. 

Members are appointed by the Mayor and confirmed by Council. Terms are for a three-year period. Members cannot serve more than two consecutive terms.
