Construction Manager 


The Construction division consists of 8 crews and 52 employees. Construction is responsible for a majority of the maintenance and infrastructure of City of Knoxville. This includes streets, sidewalks, stormwater facilities, remediation of dirty lots, dilapidated houses, etc. They are also responsible for several construction projects. The construction division performs work for Civil & Stormwater Engineering, Parks and Recreation, Police, Fire, not to mention all City of Knoxville citizen 3-1-1 requests.


PIPE CREW

Foreman Steve Ogle
The pipe crew is responsible constructing and installing basic and custom catch basins, setting elevation grades and laying pipe, and several other general and custom work projects. They also may install sidewalk and curb cuts.


STREET MAINTENANCECODES CREW

Foreman Lennon Marcum

The codes crew is primarily responsible for dirty lot clean up and illegal dumping remediation. They collaborate with the codes enforcement officers and inspectors to work with property owners in order to get lots up to city code compliance. This typically involves construction debris removal, built up waste, and improper outside storage removal. 


STORM DRAIN CREW

Foreman Nick Miley
The storm drain crew is responsible for installing and maintaining storm drains, catch basins, or curb irons when needed. They also assist with cleaning drainage ditches and other special projects when needed. Click here to learn more about Storm Drains Maintenance.


CONCRETE CREW

Foreman Ed Warren III
The concrete crew is responsible for installation and maintenance of sidewalks, curbs, gutters, and handicap accessibility ramps. They also repair guardrails and build safety barricades and perform other duties when needed.

Foreman Josh Tarver
The greenways service crew is responsible for construction of new greenways and soft surface trails. It also maintains the existing system, including resurfacing projects, fallen tree removal, leaf blowing in the fall, and various horticulture efforts.


ASPHALT CREW

The asphalt crew performs various projects included, but not limited to, patching potholes and utility cuts, paving alleys or greenways, building asphalt curbs for prevention of flooding, etc.


EARTH MOVING CREW 

Foreman Leonard Campbell

The earth moving crew is tasked with the removal, transportation and placement of construction aggregates such as crushed stone, rock and sand. Operations generally require the use of heavy equipment such as bulldozers, tandem dump trucks and excavators. This crew also clears land, hauls brush, spreads salt and plows snow from icy roads.


DEMOLITION CREW

Foreman Terry Prater
The demolition crew is responsible for demolishing houses, apartment buildings, small commercial buildings, or any other structure that has been given a demolition order by the City's Better Building Board. In addition, they also mow, bush hog, and weed eat residential lots and clean up trash or debris on lots as ordered by City of Knoxville Codes Enforcement Officers. They also board up houses as ordered by the Better Building Board.
