On Tuesday, June 16, 2020, City Council approved the reestablishment of the Human Resources Department.

With a collaborative effort from all departments, the Civil Service Merit Board and city employees within the Civil Service Department, some functions will be transitioned from the Civil Service Department to the reestablished HR Department. 

Kelly D. Drummond is the City of Knoxville’s Human Resources Director. She began work on Jan. 4, 2021.

Drummond is currently the Vice President of Human Resources and Leadership Development for the Boys and Girls Club of the Tennessee Valley. She started with the Boys and Girls Club nearly two decades ago, and is now responsible for managing and administering all human resources functions of the club including: workforce planning, implementing diversity and inclusion strategies, recruitment, compensation, benefits, employee relations, performance management and more.

Mayor Indya Kincannon’s appointment makes Drummond the first director of the newly re-established Human Resources Department, which was approved by City Council on June 16.

“I am excited to have someone with Drummond’s expertise and enthusiasm to lead our Human Resources Department,” Kincannon said. “Drummond’s first job was with our Civil Service Department 30 years ago, lending to her understanding of how City government works. Since then, she has worked non-stop building on her education, serving area youth and giving back to our community. I am eager to have her on board.” 

Kincannon went on to thank Christine Stickler, Employee Benefits and Risk Management Director, for filling in as interim Director of Human Resources. Stickler will return to her normal duties the first week of January.

Drummond, who earned her doctorate in education from Lincoln Memorial University, will begin Jan. 4, 2021.

“Mayor Kincannon’s passion to do what is right is evident and I am excited to work for an administration that truly cares about the community,” Drummond said. “The opportunity to come back to serve the City is so fulfilling and I can’t wait to get started.”

In the past 20 years, Drummond also worked for Knox County Schools as the Executive Director for Human Resources and served on a variety of boards and committees. She is a past board member of the Mental Health Association of Tennessee, a curriculum committee member for Leadership Knoxville, a sector co-lead for All4Knox, and she serves as a mentor for a federal workforce re-entry 
program.

Drummond, a proud mother of two boys, also finds time to teach leadership and management courses at several area schools, including the University of Tennessee, Tusculum University and Roane State Community College.


The mission of the Human Resources Department is to provide quality services and support to the City of Knoxville by promoting the concept that our employees are our most valuable resource and will be treated as such. Some of this service and support includes:

• Recruitment and retention of qualified individuals, all while recognizing and encouraging the value of diversity in the workplace.

• Training, development and education to promote individual success of employees which will in turn add capacity to the City.

• Providing the City with a friendly, dedicated human resource support staff that will be the best resource for managers and employees to understand administrative functions, policies or procedures.
