The project includes wide ADA-compliant sidewalks, a new railroad crossing, streetlights, upgraded utilities and relocation of unsightly utility lines below ground, and a roundabout at the intersection of Sevier Avenue, Foggy Bottom Street and Island Home Avenue.
Council on Tuesday will vote on four items – the biggest being an authorization for Mayor Kincannon’s administration to execute an $8.9 million construction contract with Whaley Construction, which is 80 percent funded by the state of Tennessee.
Another $6.5 million will go to Southern Constructors to build utility conduit and a duct bank, and to reimburse Knoxville Utilities Board for relocating utilities underground. The utility portion of the project is completely City-funded.
Construction would begin by January 2025 and be completed by summer 2026. With few exceptions, traffic flow on Sevier Avenue is expected to remain open in both directions throughout the construction.
The $19.2 million total project cost reflects design work, right-of-way acquisition and construction. |

BEFORE 2019
The streetscape improvements include bike lanes, improved sidewalks, street lighting, on-street parking and a new roundabout at the Sevier Avenue, Island Home Avenue and Foggy Bottom Street intersections. The total cost is approximately $10 million.

PUBLIC MEETING APR. 5, 2018
A public meeting will be held on Apr. 5, 2018 at 6 p.m. at the South Knoxville Elementary School located at 801 Sevier Ave.
Work is expected to begin in spring 2019 on the Sevier Avenue Streetscapes Improvement Project, which will install new sidewalks, lighting and landscaping along the South Waterfront business corridor – between Davenport Road and a new roundabout planned for the intersection of Sevier Avenue, Foggy Bottom Road and Island Home Avenue.
At this April 5 public meeting, City staff will update stakeholders, including the residents of the Old Sevier community, on the next phases for the project. Vaughn and Melton Consulting Engineers, the City’s design consultant, and other project team members will discuss the right-of-way acquisition process and timeline leading to the start of construction.
