Public Meeting Notice, 12/3/2025
The City of Knoxville's Housing & Neighborhood Development Department staff will host a public meeting on December 3, 2025, at 6:00 pm at the Knox County Health Department (140 Dameron Avenue, Knoxville, TN 37917) to discuss and answer questions regarding the disposition of Serene Manor. The meeting will also be held virtually via Microsoft Teams. The Teams link will be available on this webpage the day
prior to the meeting.

Serene Manor, located at 970 Wray Street, Knoxville, TN 37917, was previously operated as a hospital and residential care facility. The City of Knoxville, after acquiring the property in August 2024, will be issuing a Request for Proposals (RFP) for the reuse of the property to address the community's needs for permanent supportive housing or transitional housing according to the Office of Housing Stability's three-year strategic plan and the City's Attainable Resilient Knoxville plan. City staff encourage housing providers, neighborhood groups, and interested parties to attend to learn more about the property, the RFP, and the disposition process. For more information or questions, please contact Jillian Love — Economic & Community Development Project Manager — at [email protected] or 865-215-2042.

Individuals with a disability who require an accommodation in order to participate may contact the City of Knoxville’s ADA Coordinator, Stephanie Brewer Cook, at 865-215-2034 or [email protected] no less than 72 business hours (3 business days) prior to the public meeting. If you have Limited English Proficiency (LEP) and want to request language translation services, contact the Human Resources Department at [email protected] or 865-215-3100 at least 48 hours (2 days) prior to the public meeting.
