Stephanie Welch was elected as City Councilwoman for the 1st District on November 7, 2017 and was sworn in on December 16, 2017. She left her position on Feb. 16, 2020 to serve as the City's Chief Economic & Community Development Officer and Deputy to the Mayor.
For more than two decades, Stephanie has dedicated herself to building strong, healthy and educated communities in Knoxville and across East Tennessee. Her career began in public health, with a focus on community engagement and strategic planning to promote healthy eating, active living and health equity. Through her tenure at the East Tennessee Regional Health Office and at the Knox County Health Department, Stephanie built a reputation as a leader both locally and nationally, chairing boards ranging from Knoxville’s Food Policy Council to the National Association of County and City Health Officials MAPP Workgroup. She currently serves as the President of Great Schools Partnership, a non-profit that works closely with Knox County Schools to create the best public schools in the south.
Stephanie has also served in the United States Army Reserves for 19 years, and was mobilized in support of Operation Iraqi Freedom in 2007 and 2008. She holds the rank of Major and is the Executive Officer for a Medical Support Unit in Chattanooga, Tennessee.
Originally from New Hampshire, Stephanie moved to Knoxville in 1995 to attend the University of Tennessee, where she earned a dual master’s degree in Public Health and Nutrition. Stephanie strives to create balance in her life by practicing yoga, and enjoys hiking, biking and active travel with her partner Mark and their three dogs, Suttree, Chester and Sprout.
