August 7, 2014 - Mayor Madeline Rogero made the following board appointments in July:
Dr. Marcy Souza, appointed to the Animal Control Board. Souza is Director of Veterinary Public Health at the University of Tennessee, College of Veterinary Medicine. She graduated with a Doctor of Veterinary Medicine from North Carolina State University, College of Veterinary Medicine. Dr. Souza also holds a Master of Public health degree from the University of Tennessee. Her term runs through December 31, 2017.
The Animal Control Board has the responsibility to recommend goals and objectives, qualification requirements, and specialized training courses to the Animal Control Unit. The board issues permits and establishes minimum standards for persons who operate quarters where any animals are kept, maintained, exhibited or displayed.
Ronnie Nease, appointed to the Animal Control Board. Nease is Director of the Environmental Health Division of the Knox County Health Department. He received a Bachelor of Science and Master of Science degree in Animal Nutrition from the University of Tennessee. His term runs through December 31, 2017.
Karen Pappas, appointed to the Animal Control Board. Pappas is the Supervisor of the Animal Control Department of the Knoxville Police Department. She represents the department on the Animal Abuse Task Force, and is a member of the Disaster Animal Response Team (DART). Her term runs through December 31, 2017.
Sara Glass, appointed to the Animal Control Board. Glass is the Curator of Special Exhibits for the Knoxville Zoo. She supervises keeper staff, volunteers and interns, collects data on animal health, and provides instruction for training workshops. In addition, Glass works closely with staff to coordinate animal acquisition and disposition. Her term runs through December 31, 2017.
Cayce Smith, appointed to the Board of Electrical Examinations and Review. Smith is an associate with Cope Architecture, and a registered architect in Tennessee. She has a Bachelor of Architecture from the University of Tennessee-Knoxville and twelve years of leadership and architectural design experience in all phases of architecture. Her term runs through May 31, 2014.
The Board of Electrical Examinations and Review meets each quarter for the examination of applicants for licenses, setting fees for examination applications and for the transaction of other business, and to periodically review the City of Knoxville Electrical Code.
Kristin Grove, appointed to the Board of Zoning Appeals. Grove is a project manager and partner with Johnson Architecture. Grove received a Bachelor of Architecture from the University of Tennessee in 1997. She is well versed in master planning, programming of multiple building types, schematic design, construction document preparation and administration. Her term runs through December 31, 2019.
The Board of Zoning Appeals (BZA) hears appeals of denials of building permits by the city's Building Inspections Department. An applicant can appeal the denial when the applicant can request a variance from zoning ordinance requirements or the denial represents an error in interpretation of City Code.
Charles Van Beke, appointed to the Board of Zoning Appeals. Van Beke graduated from Johns Hopkins University in 1963 and the Columbia University School of Law in 1966. He is a member of the American, Tennessee, and Knoxville Bar Associations. Van Beke is a member of the law firm of Wagner, Myers & Sagner specializing in civil mediation, dispute resolution and conflict resolution. His term runs through December 31, 2019.
Adrienne Anderson, appointed to the Business Advisory Council. Anderson is an attorney at Anderson Busby, PLLC. Her term runs through August 31, 2015.
Members of the Business Advisory Council (BAC) are appointed by the Mayor and meet on a quarterly basis. Members serve two-year terms to insure that, over time, a large number of representatives from the Knoxville business community have a voice and to encourage new perspectives.
David Andrews, appointed to the Business Advisory Council. Andrews is the owner of Andrews Electric. His term runs through August 31, 2015.
Tom Catani, appointed to the Business Advisory Council. Catani is Regional Vice President of East Operations at US Cellular. His term runs through August 31, 2015.
William Garibay, appointed to the Business Advisory Council. Garibay is the owner of Environmental, Safety and Health, Inc. His term runs through August 31, 2015.
Neal Green, appointed to the Business Advisory Council. Green is the owner of All Occasion Catering. His term runs through August 31, 2015.
Adam Palmer, appointed to the Business Advisory Council. Palmer is President and co-founder of Saw Works Brewing Company. His term runs through August 31, 2015.
Michael Pacetti, appointed to the Civil Service Merit Board. Pacetti is a retired Captain formerly with the Knoxville Fire Department. He will be filling the unexpired term of Paul Bergeron through March 31, 2015.
The Civil Service Merit Board has oversight for the operation of the city's personnel program to ensure that the city adheres to the merit system principles and practices. The CSMB also hears appeals relative to any personnel action which the employee considers adverse to his or her position. This includes actions such as: suspensions, demotions, termination and other disciplinary action. The CSMB also provides for a grievance procedure and for equal employment opportunities to all employees and applicants for employment. The Civil Service Department also administers the pay and classification plan of the City and coordinates the training programs.
Melford Robinson, appointed to the Police Advisory Review Committee. Robinson is retired from Midlab in Athens, Tenn., with 25 years of service as a Chemical Specialist. He has been a Knoxville resident for over 40 years and volunteers with the East Knoxville Athletic Organization, The First Tee at Williams Creek Golf Course, and as a mentor to young men in his community serving as the "Watch Man" on Skyline Drive. His term runs through June 30, 2017.
The Police Advisory Review Committee consists of seven members. Members must possess a reputation for fairness, integrity and responsibility and have demonstrated an active interest in public affairs and service, be qualified to vote in Knox County and not be a current employee of any governmental body except those employed in the field of education.
Steven Fisher, appointed to the Police Advisory Review Committee. Fisher retired from the Federal Bureau of Investigations (FBI) in 2008, after a 21-year career. He served in the St. Louis, Newark and Knoxville field offices. During his FBI career, Fisher worked primarily on organized crime and drug violations with collateral duties as a Firearms Instructor, SWAT Operator, Crisis Negotiator and Pilot-In-Command. He is currently employed with UT-Battelle as a Counterintelligence Officer with the Department of Energy in Oak Ridge. In this capacity, he is a member of the FBI's Regional Joint Terrorism Task Force and a member of the U.S. Attorney's Office Antiterrorism Advisory Council. Fisher holds a Bachelor's Degree in Criminal Justice Administration from Mansfield State College. His term runs through June 30, 2017.
Debbie Billings, appointed to the Wrecker Services Commission. Billings is the co-founder and President of Graphic Creations, Inc. She graduated from the University of Tennessee with a Bachelor of Science degree in Business Administration. Billings is filling the unexpired term of Robert Hubbs through March 31, 2015.
The Wrecker Services Commission provides a committee to monitor compliance of the wrecker services contract.
