It takes a big, dedicated team to create Christmas in the City each year. But no one shoulders a heavier load than the Public Service Department crews that do construction and manage the center city.
Meet Foremen Bill Hinton and Johnny Strader and Operator II Josh Black.
They’re just a few of the dozens of Public Service employees who construct the Market Square outdoor ice skating rink and string hundreds of thousands of holiday lights throughout downtown.
Over the years, whenever Santa Claus has felt harried and needed to get his North Pole toy assembly line cranked up, City employees have occasionally stood in for him at a few of his Knoxville pre-Christmas gigs.
Here are some of the City holiday revelers who have served as Santa's helpers when asked.
Parks and Rec's Secret Santa Program is now in its 19th year of helping underserved children have a merrier Christmas. This year, a record number of children who participate in the After School Program will receive a special afternoon of activities, snacks and gifts from Santa. It’s all made possible by the generosity of City employees who sign up as sponsors and donate clothes and toys. Enzo Montenotte and Abe Crabtree, two Public Service Department managers, are sure to be on Santa’s Good List.
They routinely scrub graffiti, paint over taggings and peel stickers off light poles, signs and concrete walls. In fact, they estimate they tackle and remove more than 200 vandalisms to public property in South Knoxville each month.

Greenery is top of mind for those decorating for the holidays, but, for several City departments, being green in an environmentally positive way is a year-round pursuit.
Public Service and Urban Forestry work hand in hand to plant and maintain trees that benefit our city’s commercial corridors and neighborhoods. And our Fleet Services team is investing in greener fuel and building a fleet of vehicles that reduce the amount of greenhouse gasses produced locally.
