The Consolidated Plan


The Consolidated Plan is designed to help the City assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Consolidated Plan serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the U.S. Department of Housing and Urban Development (HUD)’s Community Planning and Development (CPD) formula block grant programs.

The 2025-2029 (five-year) Consolidated Plan, that sets HUD funding priorities from July 1, 2025, through June 30, 2029, is due to HUD next May. For information about the HUD funds that Knoxville receives, click here. 


Consultation and Citizen Participation


Through the Consolidated Plan, the City will engage the community, both in the process of developing and reviewing the proposed plan, and as partners and stakeholders in the implementation of CPD programs. By consulting and collaborating with other public and private entities, grantees can align and coordinate community development programs with a range of other plans, programs and resources to achieve greater impact.

The City of Knoxville began engaging residents on the Consolidated Plan in February 2024 with the development of a Fair Housing Equity Plan. The information learned through the equity planning process will inform the development of this five-year strategic plan. The draft Fair Housing Equity Plan is available here for a 30-day public comment period (through August 31, 2024).

Throughout the next nine months the City will be reaching out to Knoxville residents and community-based groups for additional input, including:

• Understanding community needs and identifying gaps in activities that impact low- and moderate-income residents;
• Setting priorities for HUD funding; and
• Feedback of drafts of the Five-Year Consolidated Plan and Year One (2025-2026) Annual Action Plan.

Community engagement is an important part of the development of the Consolidated Plan and includes consultation with community-based groups and participation from Knoxville residents. Starting August 1, the City’s Housing and Neighborhood Development department will kick-off a robust three-month community engagement process asking what Knoxville Needs.


Knoxville Needs…


August 1, 2024 - “Kick-off” crowd-sourcing event, asking people to imagine what Knoxville Needs in a broad way.

August – October 2024 - Activities include:

Surveys in English and Spanish asking people to think about what Knoxville Needs in terms of:

• Affordable Housing
• Preventing and Ending Homelessness
• Economic Development
• Neighborhood Revitalization
• Public Infrastructure Improvements
• Public Services

Community meetings - City Housing and Neighborhood Development staff will hold a series of meetings in the community, including:

• Focus groups with community-based organizations to ascertain the needs of low- and moderate-income people
• Public meetings to engage people across the city

Along with data about community needs, the information gained through the community engagement process will help to identify priorities for HUD funding over the five years.
