2025-2029 Consolidated Plan
The Consolidated Plan is a five-year strategic plan that prioritizes community needs and funding strategies for U.S. Department of Housing and Urban Development (HUD) grants that benefit primarily low- and moderate-income people.
The City of Knoxville currently receives three grants from the HUD Community Planning and Development (CPD) office:
Community Development Block Grant (CDBG) Program
The largest and most flexible grant, CDBG funds can be used for affordable housing, economic development, public infrastructure improvements, public services (up to 15% of the grant allocation) and planning and grants administration (up to 20% of the grant allocation).
HOME Investment Partnerships (HOME) Program
The HOME grant funds affordable housing, including down payment assistance to eligible new homebuyers, rehabilitation financing assistance to eligible homeowners, and new construction or rehabilitation of housing for rent or ownership. HOME funds may also provide tenant-based rental assistance. Up to 10% of the grant allocation may be used for program planning and administration. At least 15% of the HOME allocation must be set aside to fund housing to be owned, developed, or sponsored by experienced, community-driven nonprofit groups designated as Community Housing Development Organizations (CHDOs).
Emergency Solutions Grant (ESG) Program
ESG funds assist nonprofit agencies that provide street outreach, emergency shelter/services, homelessness prevention, and rapid re-housing services to people experiencing homelessness or at-risk of homelessness. ESG can also fund Homelessness Management Information System (HMIS) and grants administration (up to 7.5% of the grant allocation).
