City Proposes $1M for Youth Supportive Housing

The City’s Housing and Neighborhood Development (HND) Department seeks public review and input on allocating $1 million for the development of 18 new units of permanent supportive housing for youth aging out of the foster care system.  

A public meeting on the proposed change will be held April 9, at 6 p.m., in person at the Public Works Service Center, 3131 Morris Avenue, with a virtual option. The link to participate online will be available at KnoxvilleTN.gov/Development by noon, Tuesday, April 8, 2025. Online attendees must register for the webinar in advance at least 15 minutes before the webinar begins. All attendees will have the opportunity to ask questions and provide feedback.

In April 2021, City officials learned it would receive $4,076,859 in HOME Investment Partnerships – American Rescue Plan (HOME-ARP) funds from the U.S. Department of Housing and Urban Development (HUD). 

The original allocation plan – developed with public input -- proposed using $2.9 million for the development of affordable rental housing, $1 million for provision of supportive services, and $176,859 for administration and planning. 

This proposed amendment would revise the planned use of the $1 million to support the creation of affordable rental housing for youth aging out of foster care, a qualifying group and high-need population under the HOME-ARP usage guidelines. This amended use respond to needs and priorities identified through a local Youth Homelessness Demonstration Program (YHDP) input and planning process. 

HUD requires a substantial amendment when a HUD grantee wishes to carry out an activity not previously described in the plan.

The draft of the revised plan is posted online. Residents can review the plan and provide feedback no later than April 15, 2025. 

The City of Knoxville ensures meaningful access to City programs, services, and activities to comply with Civil Rights Title VI and ADA Title II laws and reasonably provides: translation, interpretation, modifications, accommodations, alternative formats, auxiliary aids and services.
