Results of Drug Investigation Earns Officers Award

Knoxville Mayor Madeline Rogero and Police Chief David Rausch named Officers Phil Jinks and Richard Wallace the November 2012 Officers of the Month for the Knoxville Police Department. Officer Jinks has been with KPD since May 1999 while Officer Wallace has been with the department since March 2005.

Chief Rausch said Officer Jinks had been working with the FBI's Safe Street Task Force on a distribution of Heroin investigation in the Knoxville region. In addition to the Safe Streets Task Force investigation, Officer Jinks began following up on a citizen's complaint of possible drug activity ongoing in a Spring Valley Road residence. During his investigation Officer Jinks determined that a possible drug source for the Spring Valley Road complaint was also involved in the Safe Streets Task Force investigation. Ultimately, the Safe Streets Task Force indicted the female resident of Spring Valley Road for Distribution of Heroin. Several attempts were made to locate the female, but were unsuccessful. Officer Jinks then had a Wanted Bulletin disseminated throughout the department for the arrest of the female.

Chief Rausch said, "On November 21, 2012, at approximately 12:37 a.m., Officer Richard Wallace observed a 1992 GMC Suburban on Western Avenue that was similar to the vehicle described in the wanted bulletin. Upon conducting a traffic stop on the vehicle, the female suspect was discovered."

Officer Jinks spent several hours following up on the arrest, which resulted in the discovery of another Heroine source. Officer Jinks secured a search warrant for the suspect's Ramona Avenue residence. At approximately 10:40 a.m., the Special Operations Squad executed the search warrant and located the male suspect. An additional search warrant was obtained for a safe that was recovered from a vehicle at the residence.

Items recovered from the safe included:
- 42 grams of Heroin
- 127 Oxycodone Tablets
- 29 Xanax Pills
- 45 MDMA (Ecstasy) Pills
- 2 Handguns
- $11,678.00 in Cash

Chief Rausch said, "This is one of the largest, if not the largest single seizure of Heroine this agency has seen. This is a prime example of separate agencies working together and sharing information, separate units within this agency working together, and an alert and astute patrol officer who took the time to review, remember, and recall the intelligence that had been disseminated to the department.

Mayor Rogero said, "This is an excellent example of how two dedicated officers have made a huge impact in the quality of life for our citizens. Thank you for a job well done."
